A short but useful listing of which competencies have been transferred to the EU level, and when, is available in the Appendix starting on pxvi (of the paper copy I have, although it starts at pxviii in the electronic copy) of Treaty Establishing a Constitution for Europe: Commentary (CM 6459). Section is called 'The development of the competences of the European Union: the Treaty of Rome to the Constitutional Treaty' .
