I did find this at dogpile from the Book of Common
Prayer. Scroll down a bit and you'll find something about a bishop knocking
on the door. It may be what you're thinking of; however it has nothing to do
with a new bishop or his consecration.
IIRC it is (still) standard practice in the Church of England. We had a new
Archbishop of York a few months ago. There may be something in the newspaper
accounts of his consecration and enthronement.
