The strategic importance of public health and data analysis has long
been understood by big US corporations. United Health Inc has just
recruited the Senior Information Analyst in the Oxfordshire PCTs. As the
NHS is being broken up and privatised there are even reports of the
semi-independent Foundation Trusts refusing to share data in case if
gives their 'commercial rivals' a competitive advantage.

Does anyone know any more about this. In particular, would the
information provided to managers and clinicians be in the public domain
or would it be 'confidential management information'?
The redrafted document 'Commissioning Services Framework: Primary care
trust management services'
http://www.dh.gov.uk/assetRoot/04/13/70/56/04137056.pdf includes the
following:
Primary Care Trusts are and will remain public, statutory bodies that
are accountable locally and nationally for how they discharge their
responsibilities.They cannot outsource this accountability. The object
of this framework procurement is to provide the Authority and PCTs with
a route for the procurement of management and support services to
deliver their commissioning obligations, for example expertise in:
- identifying population health needs
- data collection, analysis and distribution to managers and clinicians
- designing care pathways
- implementing and managing contractual arrangements in accordance with
those needs
