Almost the whole of Johan van der Keuken's work is dedicated to this style
of documentary, and luckily 2 box sets of dvds have been released with
french and english subtitles and there are apparently more to come. The Eye
Above the Well is quite similar to Sans Soleil.
I think that Arnaud des Pallières film Drancy Avenir might be of some
interest to you, though I believe rather hard to find a copy floating around
on DVD or VHS.
There is also a moyen metrage that is available in france without subtitles
but is almost void of dialogue, Julien Samani's La Peau Trouee, quite
impressive.
Finally Wang Bing's debut and simultaneous magnum opus West of the Tracks.
