I don't think people associated Scots with kilts before the c18... it
looks so heavily got at to me that neither face nor dress can be read
for much more than a vaguely rehashed medievalness. In which case I
don't see the problem: why not Andrew? But perhaps closer inspection
would prove me wrong.

All the Santa Giulias I've seen have been upright.
As Tom Izbicki noted, the shape of that cross does make one think of
Andrew. Perhaps what appears to some as a dress is really an attempt
to represent male Scots attire by someone who'd never seen a real
kilt. This assumes that the painter of the Burton saint will have been
more familiar with St. Andrew, the Scots pretender, than with the
apostle whose true relics -- as all in Campania know -- are housed in
the cathedral at Amalfi.
