There are several different editions of the Prayer Book, and they all have
different page numbers. The specific injunction to which the archbishop
refers is not to be hasty in the laying on of hands.

Not necessarily. It observed ONE ancient Canon for the good reason that it
restates a Scriptural command. Canon C15 states that the BCP only "bears
witness to" Anglican doctrine. It does not define it. No individual or group
has the right to define Anglican doctrine. Furthermore, the BCP ordination
service has rarely, if ever, been used since the ASB was released in 1980.
There is no such declaration in the ASB ordinal.

The Church is perfectly entitled to observe the ancient Canons if it so
chooses, but they cannot be enforced in the courts. This has been the
situation in case law, if not necessarily in statute law, since at least the
case of Middleton v Crofts in 1736.
