The Commission is proposing a new Transparency initiative
as a way of increasing citizens' awareness of EU
institutions and dispelling accusations of fraud and bad
governance.
The proposals are included in a Communication proposing the
launch of a European Transparency Initative on Siim
Kallas's website at
http://europa.eu.int/comm/commission_barroso/kallas/transparency_en.htm
Although called a Communication and linked to a Staff
working paper, neither document is given a COM or SEC
reference, but they appear to be preliminary stages to a
Green paper on transparency.
