I know that a few library authorities are either live or are experimenting
with text messaging as part of the e-government agenda. I'm curious to know
what their experience is like: how disruptive or not is the setting up
process (technically and procedurally on the front-line)? how successful is
the take up? is it a quick win, a slow burner or a white elephant?
