If they are truly not following the law, the only thing I can think of is to
obtain a writ of mandamus, forcing the health authority (possibly as named
individuals with the responsibilities) to comply with the relevant sections
of the law and rendering them subject to arrest and imprisonment for
contempt of court if they do not.
This would require an experienced lawyer with both the knowlege and knowhow
to get a judge to do this.
