No, it's to do with the PRHOs (F1s) who change on the first TUESDAY of the
month. That usually means that SHOs start on the first Wednesday of the
month, except when the 1st day of the month happens to be a Wednesday; then
the first Tuesday is the 7th day of the month. In such cases, like next
February, then the SHOs start on the day after, i.e. the 8th. So, to
summarise, the SHOs change on the day-after-the-first-Tuesday of the month.
Hope that makes sense. At least it's got nothing to do with the full moon, I
promise!

August. In February 2006 it appears to be the 2nd Wednesday on the 8th.
