One very simple method is to create a "fly through" and distribute is as a movie - mpeg or avi. Otherwise, you are looking at VRML, which is much more complex both for you and for the user (most users will not have a suitable plug-in).

We have some 3D maps showing areas of the Western Front during the First
World War (made in 1919, based on the 1:10,000 and 1:20,000 trench maps
used during the war) in our library that we were thinking we would
possibly like to put on the web. I am in the early stages of researching
possibilities in software for this (preferably free or cheap). Is anyone
aware of a good software to do this? I have started looking on the net
and have found some possibilities, although they are more for turning 2D
into 3D and presenting that end product.
Anyway if anyone is up on this sort of thing, some advice would be
appreciated.
