That would be Mary Tudor, unless one consistently refers to Elizabeth I as "Bloody Bess" for her executions, spread out over many more years, to be sure, but just as many and literally even more bloody and in one sense more terrifying because of the police-state apparatus built up to accomplish the suppression of her opponents.
I'd be very happy to leave it at ElizabethI and Mary Tudor or Mary I.
