A special case of such puffery, inasmuch as Ravenna under the exarchs
was in the seventh century the governmental seat of Byzantine Italy and
politically at least as important as Rome. Moreover, if the customary
association of the legend with the schismatic archbishop Maurus (648-71)
is correct, this alleged Petrine foundation will have reinforced
Constans II's contemporary recognition of Ravenna's ecclesiastical autonomy.
