in my previous job at the Arts Council we used the attractively named SWETS
to supply all the journals for the national office in London (but not the
daily papers which came from a local newsagent). SWETS supplied everything
from Heat and Time Out to specialist and samizdat publications (of which
there are a lot in the arts). They were tendered for but there was really
only one alternative company whose name currently escapes me. We got a
discount but had to sign up for a contract term of at least a year and they
also tended to raise the overall contract price at intervals without much
justification. We considered a contract to cover all of the Arts Council's
10 offices nationwide but it wouldn't have given us any greater savings than
the existing arrangements in each individual region which was disappointing,
and they attached additional costs for delivery of the same title to
multiple addresses.
I think it's a bit of a sluggish market and difficult to negotiate much in
the way of radical discounts/services from the small number of specialist
suppliers so, depending on what type of publications you're after, a large
authority like Manchester might be able to get a better deal with a local
newsagent.
