The usage John XXIII is complicated by the fact that the Pisan pope John
XXIIII (removed at the Council of Constance) was in the the Annuari
Pontificio until the 1960's under that number.
His predecessor, Alexander V, was counted by Rodrig Borgia wen he
became Alexander VI.

Twenty-three if we count the two John Pauls. There have been only 21
zero-degree Johns (John XVI was an antipope; there was no John XX).
One name has ceased to be used for reasons (I suppose) of decorum:
Sixtus. But a particularly bold electee could restore it.
