Apologies for being so bloody late with this. Here is a draft decision for the accessibility term. Definition is as settled in Shanghai. The comment is substantially revised to include some explanation of the words "control," "display" and "content."

Decision: The Usage Board approves the addition of a new

Discussion
The Accessibility Working Group proposed the addition of
the new term: "accessibility." The DCMI Usage Board reviewed
the proposal at a meeting in Shanghai, China on Sunday, October
10, 2004. Members present were Tom Baker (chair), Diane Hillmann,
Akira Miyazawa, Andy Powell, Rebecca Guenther, Traugott Koch
and Stuart Sutton (designated shepherd of the accessibility
term proposal).
Discussion of the proposal centered on the clear expression of
community need for this term and its relationship to other
initiatives such as IMS. The Board refined both the Definition
and the Comment. Information in the proposed description relating
the the machine-addressability of values was moved to Comments
as a best practice statement leaving the Definition more general
and inclusive.
