I'm not in the habit of reading the Mail on Sunday,
but just now, while waiting for something else to
happen, I got a bit bored so there I went.

Question:
The Data Protection Act entitles you to request, of any
registered data holder, what information they hold about you.
Does the DPA also entitle you to request details of anyone to
whom they may have passed any information they hold about you?
(E.g. by analogy if you request your details from a Credit
Reference Agency you can see who has been enquiring about you,
as well as who has been saying what about you)
Since most of us have a legal obligation to supply personal
information to the DVLA, and since the primary function of
the DVLA is to support the enforcement of relevant provisions
of the Road Traffic Act, one would (naively?) expect that access
to DVLA data should mainly be restricted to the Police, and other
agencies with properly accredited legal powers. The fact that just
about anyone who can put up a convincing front can buy your data
from the DVLA is simply shocking.
Perhaps if all concerned sent in a formal request, under the DPA
and accompanied by the statutory fee, to be informed of whom the
DVLA had passed your data to, the matter might come to a satisfactory
head.
In passing -- I wonder if the Inland Revenue have a similar cosy
arrangement with marketing organisations? Nice little earner for
GB that could be!
