Can I suggest that it is time to review the regional effects of all
policies, and not just those labelled 'regional'?
What are the 'regional' effects of siting a synchrotron in Oxfordshire
as against Cheshire? Do electrons mind where they whizz round in
circles?
What are the regional implications of the 'research assessment
exercise' and its effects on higher education funding?
This review should of course cover all of government policy. Has anyone
looked at it this way?
