Since this is not an isolated incident, in general terms, who are the
members of staff who feel that they have the right to work against
institutional policy in such a unilateral manner?

Dear list members,
I have become aware of a practice at a university which looks controversial
to me.
Where students are found guilty of plagiarism and the punishment is failure
of the relevant module, they are given the option, like any students who has
failed through honest endeavour, to pay the module fee again, and re-take it
as if from scratch (albeit with a cap on the mark they can gain second time
round, of 40 per cent). Fees are £190 for home students, and £1,400 for
overseas.
Has anyone heard of this being in place elsewhere?
Also, a member of staff at the university has indicated that she is so
opposed to the practice of charging students again, she may "hesitate" to
hand out fails for plagiarism -- so the policy is muddying academic
decisions. It is also suggested that the academic decisions could be muddied
in the other direction -- ie there's an incentive to be over-harsh on
students, as the university gets a second fee, which could be lucrative.
Any comments?
