As an affiliated member I accept there is the need for change but however
cilip tries to cover up with the prompt payment plan, direct debit and tax
deductions the fees have still risen to £50. Any further discussions will be
about raising them further.
We have been told we are a 'drain on cilip' as we are being subsidised by
the full member's fees. If this is the case then why have the retired
member's rates not been raised inline with ours? They receive all the same
services as a full member of cilip and retain voting rights.
It was very hard for us to sit at the AGM when the voting came about as we
are not able to vote for / against or abstain, it is left up to the people
that decided to put the fees up to vote it in.
What bought a very sour taste to the mouth was that cilip had started a
discussion on the potential of our fees being raised 1 week prior to the
AGM. At no point in time did cilip enlighten us to the fact of the fees at
the 2005 AGM would be raised by such a large percentage.

Subject: [LIS-CILIP] Affiliated membership - response to recently expressed
concerns
There has been some concern expressed on the lists recently about Affiliated
Members' subscriptions, the membership benefits that Affiliates receive, and
the impact on their membership of the Framework of Qualifications. We hope
this note will help to clear up these concerns and any misunderstandings
that may have arisen from them.
Firstly, Affiliated members have exactly the same access to all the CILIP
services as Associate members, Chartered members and Fellows do. However,
under Privy Council rules, Affiliates do not have voting rights in CILIP
elections.
The increase in Affiliated Members' subscriptions that was proposed by the
Hon Treasurer and approved at CILIP's AGM is necessary because Affiliates'
subscription rates are under-priced compared with subscription rates
generally. It is of course open to all Affiliated members to take advantage
of the Prompt Payment Discount if they choose, in which case the increase
would be just £7 in a year, from £33 to £40, or £4 a month for 10 months on
Direct Debit. In addition, anyone paying UK tax at the basic rate is
entitled to tax relief on professional membership subscriptions, which at
current tax rates would have the effect of reducing a £40 subscription by a
further 22%, to less than £32 a year.
Meanwhile, the Membership Recruitment & Retention Panel has begun a dialogue
with the Affiliated Members' National Committee over ways of ensuring that
the way Affiliates' subscription rates are structured in the future proves
acceptable to Affiliated members while at the same time meeting CILIP's
needs. These discussions do include the question of Affiliated Members'
voting rights, although both the Panel and the Committee recognise that
these are two separate issues and that considerable effort will be involved
in trying to persuade the Privy Council to change its rules on voting
rights.
On the question of ACLIPs' membership status, CILIP's Head of Qualifications
& Professional Development has advised that there has never been any
suggestion that ACLIPs would be expected to progress to MCLIP, and no
possible grounds for making such a stipulation. Thus ACLIPs may remain as
Affiliated members unless and until they choose to become Associate members
as a requirement for making a Chartership application.
Finally, to make the distinction between Affiliated and Associate members
clear...
Affiliated membership is open to anyone working in a post within a library
or information service which does not require professional qualifications.
However, under the Framework of Qualifications, Affiliated members may now
apply for the ACLIP paraprofessional qualification, and remain as an
Affiliated member after achieving it.
Associate membership is open to anyone who is eligible to Charter - i.e.
they have undertaken an accredited university course or have met work
requirements, and wish to progress to the MCLIP qualification.
We hope this provides a helpful clarification of the concerns that have been
expressed recently.
