Another reason why there might be fewer new librarians is the attitudes of the library schools - or rather Information Departments in universities. Very few (less than 5 I think) universities offer undergrad courses in Library management - departments offer Information, Communication etc. Where they do have post-grad courses in Library management they're not very good at encouraging the undergrads to move onto them. At least that's my impression from the university where I'm almost finished the MA library course.
I agree that not many 18 year olds will fancy being librarians when they leave school, but the departments should be trying to develop these skills and promote the image of the librarian to them as much as possible whilst they have them there. Unless they are only there through clearing because they couldn't get in anywhere else... hmm.
