Hi,
this is very simple: just choose some random time T and set it
in /etc/cron.d/edg-rgma-apel on your CE, and then set the time T + 5 minutes
(or maybe 10 minutes, if you have a lot of WNs, just to be sure)
in /etc/cron.d/edg-apel-publisher on your MON...
