Don't agree. In my experience, if you configure it properly, it works.
Anyway, it has nothing to do with SFT2, since you can do rgma queries from
the command line and verify if your site is publishing accounting data or
not: if it is, you will pass the test.
Looking at the accounting data of Christos' site, you can see that they were
published up to August 26. So, APEL/RGMA is working properly, but the data
is not published. It can happen for a lot of reasons (local log files
corrupted or missing, parser files on CE or MON misconfigured etc).
Why so many sites have this problem: there were some errors in apel
configuration by yaim scripts. They are fixed now, but probably most of the
sites used the older yaim version, and so ended up with misconfigured apel...
