The HemoCue Glucose meter reads down to 0 mmol/L,
(allegedly linear)and comes with low level QC solution
but is not cheap to buy or run.Many SCBU units use
this because of the ability to read at low glucose
levels.
Bayer Contour reads down to 0.6mmol/L and has cheaper
consumables, but as you quite rightly say, no hand
held meter is ideal for hypoglycaemic states.
