Copyright
My understanding is that once copyright has expired on an image, that
image cannot gain copyright protection again. But if a new image were
different in some way, say reduced by 1%, or had the word Xmas added to
the image, then it is a new image and gains copyright protection.
Thus, any facsimile reproduction of a map with a note added by the
publisher is protected, as a whole/single item. Within the whole, taking only
the map, I am not sure. But if someone wanted to use only the map, they
might be asked to pay a reproduction fee, thus acknowledging their debt to
the facsimile publisher, or they could get an identical copy of the
reproduced original and do whatever they wished.
