Michael Williamson sent the following response directly to Chris Leftley, and I have verified that he is happy for me to post it on the list. I think it provides a definitive answer from the point of view of the CofE.

The church commissioners have recently been involved in a major project of
digitising all parish boundaries for use in MapInfo software. Each diocese
has been issued with a copy of its boundaries but I believe these are
copyright and there are restrictions in their use outside the individual
dioceses.
I think that boundaries of individual parishes for the whole of England
might well be too detailed. With over 300 parishes in Ely diocese alone,
then I think that you might just get an illegible mess!

get more information but, if you need to know, please contact me and I shall
try to find out.
