(a) The Police Act of 1997 (Part V) introduced the certification
required to stop "Dangerous people […] from working with children and
young people" [Jack Straw's definition, 1999]. This means that any
person in contact with those under the age of 18 must be cleared by the
Criminal Records Bureau (CRB).
(b) The Protection of Children Act 1999 lays down the requirements for
those working with children.
- Paragraph 12(1) of the act states: " 'child' means a person aged under
18".
(c) The "Criminal Justice and Courts Services Act 2000" specifies the
areas to which the above legislation applies.
- Paragraph 36(1a/2d) includes amongst the "Regulated positions": "a
position whose normal duties include work in … an educational
institution".
