We charge an admin fee of £12 for full timers, £6 for part timers which
covers all admin ie identity card, certificate postage etc. The exam
fees are contained in an additional costs fee which covers exam fees,
materials costs, log books etc and these fees are payable, even if
benefit receipt exempts course fees. The annual increase on these fees
tends to be approximately 4% and there is an annual review to check
where exam fee structure has changed or quals have changed on a course
to ensure that the exam cost is accurate. We also charge all exam fees
at the commencement of the course even if this is a two year course and
any refunds are discretionary. So far this system does seem to work -
definitely reduced the amount of work for our department, chasing fees
during the year, withholding certificates where fees were unpaid etc.

We are in the process of putting qual fees into our part-time prospectus
for 2004/05 and have, in the past, added 25% to cover admin, certificate
postage costs etc.. However, it is felt that this is too high and would
like to reduce it to possibly £3 to cover these costs.
