Depends exactly what you want to do. STIL/TOPCAT currently doesn't
do any kind of automatic recognition of sexagesimal coordinates,
so the input table would have to have columns specified in numeric form
(radians or degrees) for cone searches. Other than that most of the
stuff is there in STIL to do this, though constructing an actual
application with a flexible and usable user interface would require
some extra design and implementation. I want to add a suite of
non-GUI applications which would include this sort of thing before
too long, though I doubt before NAM.
In TOPCAT itself you can write an algebraic expression to define a new
selection ("Row Subset" in TOPCAT terminology). Since you're effectively
writing java, with patience you can produce the effect of any of the
SELTYP values (except 'P'?). Unlike CATSELECT, range selection
wouldn't have to be on a sorted column.
