My suspicion is that this isn't terribly complicated.
Bishops (or their deputies) were, and still are,
required periodically to visit and pray at the tombs
of St Peter and St Paul, and then to present
personally to the Pope an account of their diocese.
These visits are officially referred to as "ad limina
apostolorum", that is, "to the thresholds of the
apostles".
I understand the text of the oath requiring this visit
to be in the Decretals of Gregory IX, but don't have a
copy handy!
I would guess that whoever Henry (or Hall) had
translating for him read 'lumina' for 'limina' and
attempted to make sense of the result.
This is only my speculation, but seems to me to be a
quite likely explanation.
