I appreciate Pete's eloquent response to Scott's query and concur on every
point.

I'll but a little:
1. I'm prepared to accept as germaine most issues relating to date/time if
the WG has consensus that the item falls within our charge, and there is
interest and willingness to contribute to addressing the issue.  That said,
like Pete, I don't think a unique date/time syntax issue is likely to appear
that would only related to administrative date/time tracking.
2. DC has done work on administrative metadata.  See
http://dublincore.org/groups/admin/index.shtml. If memory serves, the Admin
Core has essentially a status as a "note" (others feel free to correct me
here).  I don't any agency that has implemented it, but I can say that a
consisent set semantics for this sort of information has been desired by
many.
3. With respect to decisions and forward movement on WG issues, Pete's
indication of some looseness in process is accurate.  The WG should expect
me (or even better one another) to clarify and confirm findings and
recommendations through dialogue, and objections or counter understandings
should raised as needed.  Silence may be reasonably assumed to be
affirmation.  There are times that an up-down vote is required.  The Dublin
Core has used some electronic voting mechanisms on occaision, but unless our
WG expands in number significantly I'll probably rely on mail to the list.
In a prior stent as chair I worked up a ballot of sorts to make for
many-items-one-email responses.
