It is evident that John Phillips' copy lacks the title-leaf. He certainly
has an edition of this:-
New large scale ordnance atlas of the British Isles : with plans of towns,
copious letterpress descriptions, alphabetical indexes and census tables /
edited by George W. Bacon FRGS. - London (127 Strand) : George W. Bacon,
1884. - [ii] leaves, lvii [i.e. lvi]p., 100 leaves of plates : col. maps ;
35 cm. - Cover title: Atlas of the British Isles [similar to header in
e-mail enquiry]
This work seems to have been first issued in 1883; exemplars in The British
Library Map Library and in the Brotherton Library (University of Leeds)
record being of "4o" [i.e. quarto] format and of containing lvii p. & 101
coloured maps respectively. The Bodleian Library Map Room records holding
an 1884 edition of lvii p. & 100 [!] folded plates (coloured maps).
This 1884 edition (RGS-IBG exemplar) contains *24* town plans (on the
presumption that you are counting each of the 4 plates of London and the 2
for Liverpool?). As regards the final separately-listed distinct category
of contents the "5 maps of offshore islands" fits - if one accepts 'The
Lakes of Killarney and surrounding country' (plate 100) as the last of these
'islands'!
Editions of 1885 in Manchester University Library and in BL Map Library
contain - allegedly - lix p. & 104 [!] double coloured maps and lvii p. &
102 [!] plates respectively. National Library of Scotland records a cryptic
"[ca 1885]" issue. And two possible versions of this same atlas are
recorded as being held in Trinity College Dublin [Map?] Library.
To confuse one even further, Leeds (Brotherton) records an edition of
"[1888]" with lix p. & 104 col. maps.
What does this all say about the state of British map cataloguing? Answers

Dear Sirs,
I have a copy of the above referenced atlas. Could you or one of
your members please give me further information as to when it may
have been published. The only clue I have is references made to the
1881 census in the index.
The atlas contains 2 index maps, 47 county maps, 12 maps of Wales
Scotland and Ireland, 2 geological maps, 26 Town Plans, 8Environs of
Towns and 5 maps of offshore islands.
