We are also trying to think of creating progression routes for admin staff, your idea of graduate trainee scheme sounds good, I guess we do that in an ad hoc fashion by allowing admin staff to attend (free) academic programme of their choice in negotiation with their line managers. They also have opportunities for other training activities. If you do get any response from your email I would be very interested in the outcomes.
