Been following the discussion with continued interest. Prof. Scott
Armstrong of Wharton School is one of the authors who has done
extensive work on the issue of review in scholarly and scientific
publishing. He offers a thoughtful and critical overview of the
current peer review system and he has also explored such alternatives
as open review.

One issue that deserves consideration is that different kinds of
projects may benefit from different kinds of reviewing ... or,
perhaps, different kinds of reviewing may have different outcomes for
different kinds of purposes. This suggests a matrix in which one
considers different kinds of review and non-review -- invitational,
open forum, signed peer review, single-blind peer review,
double-blind peer review, open review, etc. -- for different kinds of
forum -- small conference, seminar, large conference, journal, book,
etc.
