Interestingly, though slightly off the point, in America the The Patriot
Act has recently given the FBI, CIA and other security agencies the right
to obtain an order seizing library users borrowing records. Those ignoring
the order (can be imprisoned, and the hearings to obtain said orders are
undetaken in secret with reasons withheld.

My reaction was the same as yours. But can you clarify why it's all right
for the library staff to have this information but not the teaching staff,
who are members of the same legal entity? Is it on the basis of using the
information only for the purpose that it was obtained?
