Thanks to those who responded to my colleague's request about a french film. It was indeed 'Les Gaspard'. Does anyone have any ideas about this one below.

This one may prove hard to find.
Its British, made in the early 60s. Black and white - if not full
feature length then a short flic. Two teenage boys take their younger
brother to a seaside resort. They pretend that he has shot one of them
with one of the amusement park's shooting gallery rifles and that he's
a murder. The boy returns home in a state. Its a funny and sad coming
of age set somewhere like Blackpool or Scarborough, maybe Brighton or
Southend.
