Nicole,
Currently we, ie the Centre for Learning and Teaching, fill the gap on student training. We have dropin sessions scheduled during the semester and "lecture" type training, the latter organised to suit requests from staff. We are not inundated with requests from staff nor are we overburdened at the dropin sessions. This is due almost entirely to the ease of use of Blackboard.
Various mini-gudies are used as handout which students can pick up from our reception. We also provide an online student min-guide on the Blackboard login page (containing Camtasia animations) as well as a more comprehensive FAQ list (which I have to get round to updating). The login page is - http://blackboard.paisley.ac.uk
We are fortunate that we are also responsible for all student computing operations and facilities. Consequently our desktop staff, who are on call to provide student ICT support, can also give guidance on the essential functions of using Blackboard.

Hi Nicole,
As a central support department our policy is that training students in the
use of Blackboard is the responsibility of the academic schools. The reason
for this is, in part, because we don't have the resources to train all
students and also because much of the training is about the specific use of
Blackboard by the course teams rather than the mechanics of using the
software itself.
We also provide a searchable online help system and FAQ and have begun
exploring screen recording software such as Camtasia as a means of providing
quick and clear explanations of how to perform key tasks.
Best wishes,
Stan

Subject: Training in your institution?
Dear All,
The following question is not exclusove to Blackboard, but I am hoping
that with the expertise on this list you won't mind sharing
information.
We are wondering how other institutions manage to train students on
VLEs, online PDP tools and other technologies which are part of a
programme. What form does this type of training take, and who is
responsible for delivering it?
With many thanks in advance and best wishes
Nicole
