The numbers come from the bb_bb60_stats.system_tracking table.
Plain "courses" should correspond to the number of courses in
course_main (mind the service_level column: 'F' = courses, 'C' =
communities/organisations), whereas "active courses" are courses that
have been accessed during the past 30 days (or less if you keep less
data in the activity accumulator table). (Cf. the daily_system_tracking
database procedure.)
We've configured our system to collect 400 days of data in the
activity_accumulator table and run our own reports. In those reports,
we distinguish between used vs. registered courses:

These numbers make more sense to us.
