The Russians don't do body counts in Chechnya either.
But there was an attempt to estimate the casualties among the population of
Grozny during the fighting from December 1994 till March 1995.
A human rights public conducted a survey a thousand refugees asking about
relatives and acquaintances who died during combat operations. It is stated
that the survey took into account the structure of families, and to support
corrections for possible double counting, the processing of the data took
into account various degrees of kinship in family relationship and variation
in the expanse of the circle of acquaintances. The conclusion reached was
that 25-29 thousand 'peaceful residents' had died in the conflict.
It is stated that the method used, designed by by Eduard Gelman at the
Kurchatov Institute in 1995, is a standard method for making estimates of
casualties in local conflicts.
