Majority of big firms I know, these things go through HR anyway.
Not sure what legislation you could us effectively, Data Protection Act??,
probably would depend on how your system is registered.
Why do you want to stop them? They probably have a legitimate interest,
being HR etc. This assumes that OHPs are writing to managers in the usual
terms and their letters don't contain confidential medical information i.e.
just fit/unfit/IHR +/- adjustments or restrictions. Assumes also that
employees come to see OHP when sent an appointment (as it's a condition of
their terms of employment probably)- assumed consent - and are aware of the
procedures etc.
Cant imagine OHPs writing contentious statements :-)
Perhaps a bit of dialog is required to see what they are worried about.

Dear all
This is the first time I've actually posted on this site, however I do read
it regularly and find the information valuable. I work for local government
and we are now part of the Human Resources Department.
My question is this: Does any one know of any legislation that can be used
to quote from to Senior Human Resources, as they are now demanding that they
have sight of any letters written by our OHP's before they are dispatched to
employees management to ensure that the contents contain no contentious
remarks or statements ?
We would be very grateful for any help with this matter.
Best Regards,
