certain pages in Arabic

Once you have a suitable keyboard the language support is easily downloaded
from Microsoft - on the fly as you request a webpage in a specific langage...
Dreamweaver supports in all of these langages and can be easily configured
- I presume that most of the popular software packages do the same.
Some versions allow you to write directly into the asap or html etc. other
versions do better copy/pasted from Word but then of course you need to
clean up all the tags that Word throws in.
