I don't know the Respondus software but perhaps the (free) generator at
http://www.wc.cc.va.us/services/blackboard/createQuiz.html
does something similar. I've found it very useful in creating assessments/surveys that I can use in multiple courses / send to other people to upload.

There is a third party product called Respondus in which you can create
quizzes (and I think questionnaires) which creates a text file which can
be uploaded into blackboard presumably as often as you wish. There is the
added advantage that you can store your quizzes on your local drive or
share them.
However there is extra cost involved and it would be much better if BB
provided an "export assessment to html text" function - then you could
simply give the assessment a new name and import it into as many courses
as you want - shouldn't be a big thing for them to achieve
