Eric,

Thanks for this. Your suggested charter and workplan look good to
me.

But one thing we may also need to consider, that you don't
mention specifically, is date ranges, given that the WG scope
includes dcterms:temporal as well as dc:date. As far as I know
W3CDTF is an encoding scheme for single dates rather than a
date range. There may not be a need to record a date range for the
temporal coverage of a single resource - maybe you could just use
repeated single dates. But for a collection date ranges are certainly
needed.

I don't think you actually need to change your wording to include
date ranges. Or maybe it is part of the '?' after DC-Collections?
