Hello,
I did just a little checking and the original email, I believe, is wrong. I
checked G R ELton's _Tudor Constitution_ and looked at the excerpt from the
1534 "Act for the submission of the clergy to the King's Majesty" 25 Henry
VIII, c 19. It refers to the Praemunire Statute of Richard II but that statute
comes out of the Statute of Provisors of 1352 (Edward III), not John. John
ceded England to the pope in 1213 so maybe that's the confusion. The earliest
statute that we have dates to 1199. The Act Extinguishing the authority of the
bishop of Rome also refers to 16 Richard II (which would be about 1392).
