And I guess the XML syntax described in
http://dublincore.org/documents/dc-xml-guidelines/
could also be modified to include some convention for accomodating
"related metadata" (embedded or external).

Well, it uses a "resource-property-value" model, but that's not quite
the same thing as dependency on RDF ;-)
