I've found this often happens when restarting the globus-gatekeeper
(quite independantly of whether the 'existing farm' changes have been made)
"/etc/rc.d/init.d/globus-gatekeeper stop" doesn't seem to be very good
at closing down properly, so when you restart some ports that
globus-gatekeeper needs are still considered in use. It is particularly
likely to happen if there is a job running.
I've found that restarting the network services:
/etc/rc.d/init.d/network restart
will usually do the trick (if a little brutal!)

ps. I updated the "globus-script-pbs-poll" script on the webpage this
afternoon. The old one had a problem timing out if there were a large
number of jobs in the queue.
