As far as I am aware, your scope for manoeuvre depends entirely on (a) whether you have a byelaw conferring such powers on you, and (b) what the byelaw says. Our library byelaws are at http://www.bexley.gov.uk/service/lib-byelaws.html . Byelaw 25 applies to exclusion and the maximum penalty is specified in byelaw 24.
If my memory serves me correctly, when the Public Libraries and Museums Act 1964 came into force, a set of model byelaws was issued (whether by the Home Office or the the Department of Education and Science I don't recall), and Library Authorities had to submit their individual versions of these to the Under-Secretary of State for approval. What he accepted of rejected I don't know, and the extent to which the byelaws of the Library Authorities of England and Wales agree or disagree is still, after all these years, a mystery which will still be unsolved long after I am departed.
