Yes, and I feel I've got quite enough scope for that without creating
more. If people see a fragment id present, they think it's there for a
reason, and I can't see a reason for it here.

OK... I propose what Mikael says here ;-)
i.e. As redirecting http://purl.org/dc/elements/1.1/title (etc) to
http://dublincore.org/2003/03/24/dces#title (etc) is a potential source
of confusion, maybe not to an application, but to the human reader, we
should amend the redirects to target
http://dublincore.org/2003/03/24/dces
