Several years ago now, this august body purportedly changed all
"polytechnics" in Britain into "universities". Presumably, by
"university", they mean "polytechnic", and what they actually did was
to change all "universities" into "polytechnics". Government
ministers, it would appear, serve quite poorly for "ornamental
purposes", inter alia.
