You might find it useful to have a look at the Scottish Electronic Staff Development Library http://www.sesdl.scotcit.ac.uk/ This is was a
collaborative project that some of us worked on some time ago. The repository is no longer maintained but we did implement IMS metadata so
it might be worth having a look at.
